LAW ENFORCEMENT AGENCIES TRAINING ON LAW AND POLICY IMPLEMENTATION

OVERVIEW

The development of institutions in Somalia has led to an increased role of specialized agencies in law enforcement. These agencies are entrusted with regulatory and enforcement duties, often requiring them to investigate and, in some cases, prosecute offenders. Many legal frameworks empower these institutions to enforce compliance, appoint inspectors, and maintain legal records. To effectively execute these responsibilities, enforcement officers, legal clerks, and inspectors need essential legal knowledge and practical skills.

This training program is designed to equip law enforcement officers with fundamental legal knowledge and essential skills in investigation, legal documentation, and courtroom procedures. The course aims to enhance participants’ capabilities in handling legal records, conducting investigations, and presenting evidence in court. It is structured to benefit both new and experienced officers working in regulatory and enforcement roles.

OBJECTIVES

  • To provide a comprehensive understanding of the legal framework governing law enforcement in Somalia.
  • To enhance skills in investigating violations, gathering evidence, and prosecuting cases.
  • To develop competencies in handling, processing, and storing legal records.
  • To improve proficiency in courtroom procedures, case presentation, and legal ethics.
  • To empower officers with the knowledge required for effective policy implementation and enforcement.

COURSE

  • This training will cover key areas relevant to law enforcement, including:

    • Introduction to Legal Systems and Principles: Overview of the legal framework and methods. Basic principles of criminal law and the law of evidence.
    • Investigation Techniques: Conducting investigative interviews and recording statements. Gathering and preserving evidence.
    • Prosecution Process and Case Management: Understanding prosecution policies.m Preparing prosecution files, report writing, and case handling.
    • Records Management : Handling, processing, and storing legal records effectively. Managing documentation in legal and enforcement settings.
    • Courtroom Procedures and Ethics: Criminal procedure, court etiquette, and professional ethics. Steps in court trials and effective case presentation.

By the end of the training, participants will be able to:
